Location: Very close to Chibaminato station, which is roughly 30-40 minutes by train from Tokyo Station on the JR Keiyo Line. From Chibaminato, it's about a 5-7 minute walk (you'll have to go through the Urban Monorail station first, then go downstairs).
Room: It's a bit on the older side, but clean. But very few electrical outlets for your electronics. AC/Heat not easily adjustable. Room size is better than Toyoko Inn or Super Hotel.
Service: Very friendly hotel staff. I also like that there's a 24 hour 7-11 downstairs, very useful if you want something to eat late at night. What I don't like is that the lobby pc computers cost 100 yen for 10 minutes where as most hotels in Japan, it is free.
Food: I received a breakfast included meal that's a buffet. Pretty standard Japanese breakfast fare: scrambled eggs, boiled eggs, hot dogs, yakitori noodles, miso soup, salad, bread with toaster, milk, orange juice, pineapple juice, beef
