Tsuruya is awesome. The rooms are large and clean with excellent food and service. Meals have 10-12 dishes (most small, with a few mains) and are high quality and filling. The hotel is located across the street from the bus stop, meaning a bit of a hike (a third of a mile, uphill) to the slope access at Uwanodai. However, there is a shuttle you can ask for. The staff are very friendly and accomadating but understand less English than most reviews indicate... Do your best to bring translated questions to them on your phone and things will go smoothly. This is a very Japanese ski and onsen town, and Tsuruya is probably as good as ryokans get for foreigners. If you go to Zao Onsen (which you should if you're a solo traveler, couple, or family and you want a real ski/onsen village - no massive bubble hotels - and don't expect the level of skiing you'd find at a Niseko/Appi/Hokuba), you should definitely stay here. It's an excellent ryokan.
