I'm very impressed with Oyado Kiyomizuya! It is a little bit farther of a trek than the other ryokans/hotels in the Noboribetsu hot springs town, but it's well worth the distance. Get off at the second to last bus stop using the Donan bus that takes you from the JR Noboribetsu station, then you walk a little bit from the stop. My friend and I were greeted graciously and were immediately taken to our rooms. English support was fairly decent - my friend was able to talk about their dietary restrictions (cannot eat red meat) and my request to have futons in our tatami room rather than sleeping on the Western style hotel beds was immediately accommodated. The food was incredible, and was served in a very timely manner. The hot springs were quite hot, and the outdoor bath was so lovely. There were plenty of amenities, and I appreciate their system - women use the outdoor bath from check-in to 9pm, then at 9:30pm the sides switch and men can use the outdoor bath until 10am the next morning.
