From JR Hakodate Station/Hakodate Morning Market: Take the Hakodate City tram bound for Yunokawa (trams arrive at 5-10 min intervals) to either the "Shiminkaikan mae" stop or the "Yunokawa Onsen" stop (about 30 min). It is about 2 min on foot from there. Alternatively, get off at either the "Komabashako Mae" stop or the "Yunokawa" stop and it is 5 min on foot from there.
From Ferry Boarding Area: About 20 min by car.
